According to the Official Announcement of the Ministry of Education on August 24th, border restrictions are lifted to degree-seeking foreign students from all countries.
MCU already submitted the list of new students, who are coming to attend the first semester of the 2020 school year, to the Ministry of Education. It may take some time for the Ministry to review and approve the list, and then notify the Taipei Representative Offices overseas.
Based on previous cases, students should wait for 2 weeks and then apply for a visa.
As soon as you obtain Taiwan Visa, you must inform MCU Office of International Student Service (OISS) by filling in the google form with flight information that is departing at least 2 weeks after.

MCU school dormitories for 14-day quarantine (800NTD per day) have all been occupied and there is no vacancy available in September.
The next open day for newly-arriving international students will be on October 19th. Rooms are limited and will be allocated on a first come first served basis.

MCU school dormitories have been officially approved to be used for 14-day quarantine. Returning as well as new students, arriving in Taiwan before August 21st (incl.) can apply to stay in MCU school dormitories. The dormitory fees for 14-day quarantine is waived. Students just need to pay approx. 8,000NTD – 10,000NTD for daily meals, electricity bills, beddings and necessities.
School dormitories will remain available for new incoming students starting their study from 2020 fall semester only, who arrive on or later than August 22nd (incl.). For this purpose, students have to pay dormitory fees 11,200NTD for 14-day quarantine (i.e. 800NTD per day), plus 8,000NTD – 10,000NTD for daily meals, electricity bills, beddings and necessities.
Please note that MCU dormitory rooms for quarantine are limited and will be allocated on a first come first served basis. If MCU dorm is all occupied, students will need to book a quarantine hotel on your own expenses. The Taiwanese government has opened the borders to foreign students from 19 low-to-medium-risk countries and regions, including Vietnam, Hong Kong, Macau, Thailand, Palau, Australia, New Zealand, Brunei, Fiji, Mongolia, Bhutan, Cambodia, Laos, Malaysia, Singapore, Japan, South Korea, Sri Lanka and Myanmar.
The first batch of new students who received MCU International Student Admission Letter dated before and on July 15th:
MCU already submitted the list of new students, who are coming to attend the first semester of the 2020 school year, to the Ministry of Education, and already received the official approval.

1. You are on the approval list. Please contact the Taipei Representative Office near you to apply for the visa to study in Taiwan. You should first call the Taipei Representative Office, make sure about service hours and procedures for visa application, and schedule a visit to the office if needed.
2. As soon as you obtain Taiwan Visa, you must inform MCU Office of International Student Service(OISS) by filling in the google form with flight information that is departing at least 2 weeks after (Taiwan's Ministry of Education needs at least 2 weeks to issue an Overseas Student Entry Permit Certificate). Please upload a copy of your passport (main page and Taiwan visa page), and electronic flight ticket. To avoid airline change and cancellation, students are strongly recommended to fly with EVA Air (BR) and China Airlines (CI), the major Taiwanese airline companies.
3. Then, students must wait to receive an Overseas Student Entry Permit Certificate issued by email from MCU, print it out and bring the certificate along with you on your flight date. Without this Entry Permit Certificate, you will NOT be able to enter Taiwan.
4. If you already receive the Overseas Student Entry Permit Certificate, before August 10th, you can book a flight ticket and arrive in Taiwan between August 17th~August 21st and stay in MCU school dormitories for 14-day quarantine.
5. MCU school dormitories will remain available for new incoming students starting their study from 2020 fall semester only, who arrive on or later than August 22nd (incl.). For this purpose, students have to pay dormitory fees 11,200NTD for 14-day quarantine (i.e. 800NTD per day), plus 8,000NTD – 10,000NTD for daily meals, electricity bills, beddings and necessities.

MCU school dormitories have been officially approved to be used for 14-day quarantine for students who arrive in Taiwan before August 21st (incl.). Please note that rooms are limited and will be allocated on a first come first served basis.
After 14-day quarantine ends, school dormitories will close for cleaning and disinfection. Dormitories will reopen in September for regular students to move in, and will NOT be used for quarantine again. Therefore, international students, who are allowed to enter Taiwan, are strongly advised to arrive before August 21st (incl.) if you would like to stay in MCU school dormitories for 14-day quarantine. Students arriving on or later than August 22nd (incl.) will NOT be able to move into MCU dormitory for quarantine. You will then need to book a quarantine hotel on your own expenses. The quarantine hotel fee is around 2500NTD-3000NTD (per person/ per room) or more (include three meals) for each day.

Based on the updated announcement on Wednesday July 15th, the Taiwanese government has opened the borders to foreign students from 19 low-to-medium-risk countries and regions, including Vietnam, Hong Kong, Macau, Thailand, Palau, Australia, New Zealand, Brunei, Fiji, Mongolia, Bhutan, Cambodia, Laos, Malaysia, Singapore, Japan, South Korea, Sri Lanka and Myanmar.
In addition, the status of students allowed to enter Taiwan to study have been expanded from "graduating students" and "returning students" to include "new students seeking a degree," who are coming to attend the first semester of the 2020 school year.
Therefore, degree-seeking foreign students from abovementioned 19 countries, including new students who are coming to attend the fall semester 2020, are allowed to enter Taiwan to study.
However, Taiwan government has a very strict regulation for incoming new student (2020-2021Academic Year), all the students must be picked up by the school representative at the airport. Everyone arriving in Taiwan must undergo a 14-day mandatory self-quarantine in authorized quarantine hotels on your own expenese, or stay at MCU school dormitories.

Students who are eligible for entry, must carefully follow the guidelines below.
1. Contact MCU International Admission office about your intention of studying at MCU by logging in https://apply.mcu.edu.tw/student/signin.
(1)MCU already submitted the list of new students to the Ministry of Education and the overseas representative offices of the Taiwan government. Once approved, students can contact the Taipei Representative Office near you to apply for the visa to study in Taiwan. Please do not make any financial commitment until you acquire the visa to study in Taiwan.
(2) After you obtain Taiwan Visa, book a flight ticket departing at least 2 weeks after and apply for the Overseas Student Entry Permit Certificate.

2. On the date of the flight:
(1)If your flight is delayed, you MUST inform OISS as soon as possible.
(2)After checking in airline counter, if you have a Taiwan cell phone SIM Card, then you will be able to log into the Quarantine System for Entry, fill in a health declaration form and accurately provide your travel and contact history. If not, wait until you arrive at Taiwan airport to buy a SIM Card.
(3)Time to board the flight, you MUST notify OISS through “Line” APP. (We will email the QR Code after you fill in your google form regarding your flight schedule)
3. When landing at Taiwan airport:
(1) If you do have a Taiwan SIM Card, turn on your mobile phone and make sure you have internet connection. You should receive a confirmation message from the Quarantine System for Entry and show it to the staff at the quarantine counter.
(2) If you do NOT have a Taiwan SIM Card, 2 steps to go:
(A)Purchase the SIM Card with internet service at the Telecom counter before the entry of quarantine counter (1,000NTD for 30days SIM Card).
(B)Fill in the Quarantine System for Entry and after you received a confirmation message show it to the staff at the quarantine counter.
(3) If you show/ have symptoms of COVID-19 upon arriving at the airport, you will be moved to a quarantine facility immediately.
(4) Right after you have your Taiwan SIM Card, contact MCU OISS through LINE APP as soon as possible!!!
(5) At the Immigration, please present your passport with your visa, and Overseas Student Entry Permit Certificate issued by MCU.
(6) Claim your baggage
(7) After entering the Arrival Hall, immediately and directly report to Overseas Students Reception Counter (Do Not Miss It !!! / see the picture below) MCU staff will meet you at the counter. (Do not go to the bathroom, buy food or drinks or currency exchange, etc.)
(8) Students must report to Overseas Students Reception Counter first and school representative will arrange designated buses or taxis to take you to MCU dormitory or your hotel for quarantine. Taxi fee is on your own expense around 1,000-1,500NTD. (By the regulation public transportation is not allowed)
If you do not report to Overseas Students Reception Counter right after you arrive at the arrival hall, you will be fined 100,000NTD - 1,000,000NTD.

4.When arriving at your quarantine facilities:
(1) Join MCU LINE group
(2) For those arriving between August 17th~August 21st and staying in the school dormitory, the dormitory fees for 14-day quarantine is waived. Students just need to pay approx. 8,000NTD – 10,000NTD for daily meals, electricity bills, beddings, and necessities. (please prepare Taiwan Dollar in your country, you will not be able to have the currency exchange at the airport)

For this purpose, students have to pay dormitory fees 11,200NTD for 14-day quarantine (i.e. 800NTD per day), plus 8,000NTD – 10,000NTD for daily meals, electricity bills, beddings and necessities.
(3) Do NOT come out of your room for 14 days. Meals and necessities will be delivered. If you purchase a Taiwan SIM Card at the airport, please make sure you also purchase internet service. You should bring a WIFI router if you wish to share your phone's WIFI connection to multiple devices.
(4) Check your body temperature twice per day and stay in touch with MCU staff. (Prepare your own thermometer)
(5) Answer phone calls from the Taiwan Centers for Disease Control to report your personal health condition every day.
(6) Taiwan's government has a very strict law for quarantine. If you break the rule, you will be fined 200,000NTD - 1,000,000NTD.
5. After completing 14-day quarantine successfully, students will be assisted to move into a regular dormitory if you apply to stay in the dorm beforehand.
